Proclamation of the Yün-Kwei Governor-General prohibiting the Production and Consumption of Opium.
THE Throne has been memorialized that the production and consumption of opium in the Province of Yunnan has been strictly prohibited, and that orders have been issued to rid and cleanse the province of these evils by the end of the present year.
All those who have had the opium craving must free themselves of it during the year; all fields must be sown with beans and wheat, and the cultivation of opium must cease. All stocks of raw and prepared opium in shops and godowns must be speedily removed out of the province. Beginning with the first day of the new year, no further disobedience to my orders will be countenanced. On that date those who still smoke will be prosecuted and severely punished. Those who cultivate the poppy will have their crops uprooted, and their land will be confiscated for the public benefit. All prepared opium shops and godowns for the storage of the raw drug must be closed and their business cease; while any who shall dare to have secret stocks of either the raw or prepared drug will have the same confiscated and be themselves punished.
Tremble and obey! My instructions have been issued and must be heeded, they must not be lightly regarded, but let every effort be made to follow them!
